Public sector
For the official who has to defend the number.
We work with ministries, agencies and the public bodies around sport and technology. The offer is deliberately small: one improvement, working in ninety days, run by your own people — or the programme stops.

How a public body commissions this
Three kinds of public mandate we take.
-
Ministries and agencies
Operations where a minister, permanent secretary or director-general will have to defend a number in cabinet, to a public-accounts committee, or to a donor review.
-
Federations and leagues with a public mandate
Competitions, licensing, athlete pathways and the money that moves around them — often part-public, always scrutinised.
-
Facilities and major events
Capex, contractors and crowd-facing services where a missed date is a political event, not a project delay.
Start with three weeks. Buy nothing else until the gate.
-
01
Write to us
One page is enough: the operation, the political or budget deadline, and who can sign. We say within two working days whether we are the right firm — including when we are not.
-
02
Buy F0 on its own
Three weeks, fixed price. A quantified case, a ranked list, and a ninety-day plan. No obligation to continue. Finance can treat it as a discrete purchase.
-
03
A sponsor signs the gate
One person with real authority. If the business case does not hold, the work stops there. The risk of being wrong is not carried for five years.
-
04
Ninety days, then a kill gate
F1 has to put one improvement in front of a user. Miss the targets and the programme stops or pivots — openly, on criteria fixed at the start.
What a due-diligence file should contain
The facts a contracting authority can check without a brochure.
-
Legal identity
Statera Advisory, Lda. — a Portuguese limited company, registered office in Rio de Mouro.
-
Languages
We work in English, Portuguese and Spanish. That includes Lusophone and Hispanophone public administrations.
-
On the ground
F0 is observed on site, not described in a videoconference. We travel.
-
No software of our own to sell
We do not hold a product licence. Open formats. If you replace us, the system stays yours.
-
Kill criteria on day zero
Gates are written before the work starts. A missed ninety-day target stops or pivots the programme.
-
Your people run it
Transfer is the method, not a closing workshop. Documentation is written for operators.
Insurance certificates, beneficial-ownership details and a draft statement of work are sent to the procurement officer on request — not published on this site.
Studied, not claimed
Public programmes we read in order to write the method.
FAROL comes from what made national digitisation work in places such as Rwanda, Estonia and Cape Verde — and, studied just as closely, what made it fail elsewhere. Those governments are not our clients. The reading is the source of the rules.

Questions we are asked first
For the sponsor and for finance.
- Can we buy only the diagnosis?
- Yes. F0 is a fixed-price, three-week engagement that stands on its own. Most public bodies start there. Continuing is a separate decision at the gate.
- Will you work through our procurement rules?
- Yes. We will complete the due-diligence pack a contracting authority normally asks for — legal form, beneficial ownership on request, insurance certificates, and the statement of work. We do not ask to sit outside your rules.
- Do you implement the national programmes you name?
- No. Rwanda, Estonia, Cape Verde, Kenya, Togo and the others are programmes we studied — successes and failures — to write the FAROL rules. We do not claim those governments as clients.
- Where do you work?
- From Portugal, on site wherever the operation is. Sport and technology are where we go deepest. The same method applies to any regulated operation whose numbers have to hold, public or private.
- What language will the work be in?
- English, Portuguese or Spanish, including the documentation operators actually use. We do not deliver a system in a language the team cannot run.
- What happens if the ninety-day targets are missed?
- The programme stops or pivots, on kill criteria written at the start — not renegotiated on day eighty-nine. That is the offer, not a footnote.
- Who owns the system when you leave?
- You do. Open formats, documented source, no licence of ours in the stack. Capability transfer is planned on day one, with an end date.
- Can you give references?
- Privately, with the client's written consent, to a sponsor or procurement officer who is deciding. We will not put their name on this site.
Write to us as you would to a firm you may not hire.
Tell us the operation and the deadline. We will say whether it is a process problem, a data problem, or neither — and whether we are the right people to touch it.
